Representative Phillips moved and asked unanimous consent that the             
House consider the Senate message (page 4297) on the following at              
this time:                                                                     
                                                                               
CS FOR HOUSE BILL NO. 319(FIN)                                                
"An Act relating to the training of law enforcement and                       
corrections officers; to the establishment of surcharges to be                 
assessed for violations of certain traffic offenses; allowing                  
defendants who are unable to pay the surcharge to perform                      
community work; creating the Alaska police standards training                  
fund; and providing for an effective date."

Representative Phillips moved that the House concur in the Senate              
amendment to CSHB 319(FIN), thus adopting SCS CSHB 319(JUD)                    
am S, and recommended that the members vote yes.                               
                                                                               
The question being:  "Shall the House concur in the Senate amendment
